The Association Deutsches Büro Grüne Karte e. V. (DBGK) is a registered association domiciled in Berlin.

Members of the association are the motor liability insurers operating in Germany.

Tasks

Its task is to improve the protection of road accident victims in the case of accidents occurring in Germany and caused by motor vehicles outside their country of registration.

DBGK took up its activity as legal successor of the Foreign Department of the former Association of Third Party Liability, Accident, Motor and Legal Expenses Insurers (Verband der Haftpflicht-, Unfall-, Auto- und Rechtsschutzversicherer e. V.) with effect from 1 January 1994, which had performed the function of the German Green Card Bureau before.

In its function of “Handling Bureau” it settles claims for compensation made on the foreign perpetrator of the damage to the account of the foreign “Paying Bureau”.

In its function of “Paying Bureau” it issues Green Cards to policyholders by itself or via members, thus guaranteeing the fulfilment of obligations arising out of road accidents occurring abroad towards the “Handling Bureau” of the country of the accident.
